Introduction

College of engineering founded in 1987 and concerned with the use of different theories and methods of knowledge for invention, innovation, analysis, design and implementation of what would directly serve human well-being.

Engineering has been used in its concepts and methods since ancient times by the creation of machinery and the construction of installations and includes a multidisciplinary set of disciplines closely linked to human life. What's studying from these disciplines in five departements :

Civil engineering, Mechanical engineering, Dam and Water Resources engineering, Electrical engineering, Chemical engineering.

Dean Authority

Dean of the College or the Institute shall exercise the following powers to conduct the work of the College or the Institute and to implement its objectives:

 Scientific powers

The Dean of the College exercises the following scientific powers:

1-    Implement the decisions of the University Council regarding the College.

2-    Management of the college in terms of scientific, administrative, educational, cultural and financial.

3-    Follow up the progress of primary and higher education in the college.

4-    To preside over the college council and its scientific bodies and submit their records to the university president for approval.

5-    Preparation of quarterly and annual scientific reports on the activities of the College.

6-    Approving the recommendations of the sections and branches councils.

7-    Scientific and administrative supervision on the activities of the scientific departments and the advisory office.

8-     Recommending the appointment of heads of scientific departments and assistants of the Dean

9-     Application of all instructions and regulations issued concerning the organization of scientific and educational affairs and decisions issued by the College Council.

10-     Inviting the College Council to hold extraordinary sessions.

11-     Forming the main committees in the college and issuing its administrative orders.

12-     Forming the examination committees for the college and the committees to print the exam questions.

13-     Evaluate the annual performance of the faculty members in consultation with the head of the department or the scientific branch

14-     Representing the College in meetings and seminars.

Administrative Powers

The Dean of the College exercises the following administrative powers:

1-    Upgrading faculty members, employees, technicians and administrators and granting annual bonuses to them in accordance with the provisions of laws, decisions and instructions and through a committee formed for this purpose.

2-    Signing contracts for the employment of Arab and foreign teachers, experts and technicians, and setting conditions for their employment and termination of their services in accordance with the terms of the contract, decisions and instructions in force..

3-    To send the faculty members of all the teachers, administrative staff and workers inside Iraq for thirty (30) days for scientific purposes or for the purposes of training the students or for other purposes required by the Department of the college and its basic tasks and grant them the allocations of the planned and recommend sending them out of the country for the purpose mentioned in accordance with the instructions in force.

4-    Recommending the transfer of the degree holders (Masters and PhD) and their level.

5-     To approach the departments of the State and all its institutions (except the higher authorities and the offices of the Ministers) in all matters related to the college's scientific and educational aspects within the jurisdiction of the College, except in relation to the university policy.

6-    Approval of the use of the services of teachers by the state departments and in accordance with the law of university service.

7-    Accepting the resignation of the technical and administrative staff in accordance with the provisions of the relevant articles of the Civil Service Law in effect after ascertaining that they have fulfilled their obligations to the two countries, as well as their innocence, as is the case with the exception of the teaching staff (No. 117 of 1988).

8-    Approval of the completion of the teaching staff after the recommendation of their completion by the competent branch and the Council of the College and grant them the allocations prescribed for that

9-    Approve the travel of the teaching staff and all other staff outside Iraq during the academic year (in cases that are not harmful to the teaching process) to enjoy the normal breaks according to the provisions of the law, as well as the travel of those mentioned during the spring and summer holidays. And direct

10-     Payment of the regular leave for teachers who are retired from their university and non-university service accumulated up to (180) days according to the provisions of paragraph (e) of Article (9) of the University Service Law No. (142) of 1976, (3) for the year 1979, as well as the payment of regular leave salaries for technical personnel, retired employees, social security and the applicable instructions.

11-     Approval of the acceptance of medical reports issued from inside Iraq to all members of the College, provided that such reports comply with the regulations and provisions contained in the sick leave system No. 76 of 1959 and its amendments.

12-     Direct the books of thanks and appreciation to the faculty members of the technicians and administrators and in accordance with the provisions of the laws and regulations in force and the result is provided for a period of (15) fifteen days

13-     Punishing the employees of the College in accordance with the provisions of the Law of Discipline of State Employees and the Socialist Sector No. 14 of 1991.

14-     Recommending the lifting of disciplinary sanctions imposed on members of the College in accordance with the provisions of Article (13) of the Law of the Officers of the State and the Socialist Sector No. 14 of 1991.

15-     Grant the employees of the college regular vacations with a full salary for a period not exceeding (30) days inside and outside Iraq.

16-     Recommending that faculty members be granted regular leave without pay for a period of one year, renewable once only inside and outside Iraq.

17-     The dangers of absentees from the official working hours without a legitimate excuse from the teaching staff and technical and administrative staff and issuing orders as resigners from their posts after the end of the notice period according to the provisions of the applicable laws and the instructions issued thereunder, taking into consideration the notice of the directorate of the legal department at the university center The settlement of such obligations in accordance with their undertakings and contracts signed with the University or other departments.

18-     Recommending changing the titles of the technical and administrative staff in cases where this is required according to the assessment of the Deanship according to the approved grades in the faculty of the faculty, subject to the controls reported by the university regarding change of addresses.

19-     To refer employees, technicians and administrators to retire at the age of sixty-three years of age under this condition in accordance with the provisions of the Civil Retirement Law No. (33) of 1966 as amended.

20-     Determine the official working hours within the official hours as required by the need and the nature of work in the college.

21-     Grant the leave of the conjugal escort to the teachers and the technical and administrative staff in accordance with the provisions of the laws, decrees and instructions.

22-     Carry out the transfer of staff in light of the need and interest of the college, after coordination between the kidneys provided that the University / Planning and Follow-up Division / owners a copy of the administrative order to transport for the purpose of documenting it in the records of owners duly.

23-     Granting vacations to faculty members during spring break.

24-     Approve the recommendations of the committees formed in the college.

Financial Powers

1-      Granting all kinds of allowances in accordance with the laws, decisions, instructions and regulations issued by the competent authority and in accordance with the provisions of the University Service Law No. 176 of 1976 as amended.

2-      Approve the purchase and import of laboratory and other supplies, magazines and books according to the applicable legislation.

3-      Approval of the disbursement of rewards for those who are outside the university on training and teaching within the college and supervision of the messages and participation in the comprehensive examination committees and discussion committees in accordance with the legislation in force.

4-      Drainage on all classes and materials of the budget of the college and the limits of powers contained in the law of implementation of the State's general budget and in the event of failure to be included in that law, the powers of the disbursement to limit the amount (10 million) ten million Iraqi dinars for each case.

5-      Approval of the commitment and assignment of various undertakings and undertakings for the conduct of the activities of the College of Education and within the limits of the powers mentioned in paragraph (4) above.

6-      Granting periods and approving the additional statements of all the works or undertakings mentioned in paragraphs 4 and 5 above.

7-      Approving the designs, maps and studies carried out by the engineering people or the specialized consulting offices for expansions or additions in the buildings and facilities of the college or its dependencies.

8-      Approve the cancellation of the State's damaged and damaged property for reasons other than intentional negligence and the amount of JD (million) through the formation of the cancellation committees.

 9-      Granting financial and in-kind remuneration to employees and non-employees in cases and events that require honoring, motivating and encouraging the amount not exceeding (50,000) fifty thousand dinars for each case, taking into account the provisions of laws and regulations and instructions and the conditions of availability of financial allocations.
