The human being is the cornerstone of this type of development, Human development means the development of society through interest and considering it a basic means to achieve what it aspires to in light of several problems that he has if it is not remedied and therefore is catastrophic because the development of the human being, which is the main pillar of the trend towards the development of other sectors. Since it is not possible for an ignorant and backward person to invade the horizons of life and the joints of modern civilization, and for the purpose of achieving this, they are linked to the pillars and are represented by the following:

- The actual interest in educational sector, from childhood through kindergartens and schools, and the provision of all educational requirements to keep pace with development in the countries of the world, and this is mostly linked with the teacher, instructor, staff and the whole province. As well as directing school administration to build strong social cohesion.

- Take care about the health sector, especially government hospitals, and reduce the momentum on the governorate center. This is done only by taking care of all the cities of the governorate, as well as taking care of health centers.

- Focusing on the safety of the urban and rural environment by modern trends and through the application of legal legislation for that.

- Work on reviving the historical social heritage, which began to gradually fade away in the modern generation, and this is linked to social custom and it can only be achieved by paying attention to the topics of Islamic education, which were ordered by the greatest teacher, Muhammad peace be upon him, and clinging to the Arab-Islamic culture and the good deeds that aim to protect society from invading ideas that carry the poison of Judaism and Zoroastrianism that aim to destroy Arabism.

- Giving great importance to the electricity sector, transportation methods and public transport, which leads to a reduction in traffic accidents that have become terrifying throughout the governorate and its negative consequences.

- Returning to the previous legal legislation related to combating and eradication of abhorrent illiteracy and deadly ignorance, in addition to stressing the necessity of education.

- Implementation of researches and studies carried out by professors and academics for the development of society by combating unemployment and seizing available manpower and energies and not neglecting them. This is related to a serious balance between the available natural giving and the human effort required to invest it.

- Subjecting natural resources to human development as available development gains and this is not the case this is done only by imposing the law and the prestige of the state and achieving security stability, given that these resources are concentrated in areas far from urban centers, especially in the Jazira and Northern deserts.

- Encouraging the youth sector and working to develop the correct behavioral assessment mechanisms, and this is done by sponsoring scientific, artistic and sports talents to serve social development and to be a basis for sustainable development.

For the purpose of achieving all that was mentioned and related to the administrative aspect, it is possible to create an administrative center at the level of a governorate in the western region as a result of the expansion of the governorate, which has an area equivalent to four to six existing governorates.
