The Human Resources Development Department announces the results of the questionnaire on electronic management systems at the University of Anbar


The Human Resources Development Department at the Upper Euphrates Basin Developing Centre announced the results of the questionnaire it conducted at the beginning of the current academic year about the application of electronic management systems at the University of Anbar as part of the department's plan to conduct studies on management and green administrative practices within the vision of the centre and the university to achieve the goals of sustainable development and Vision 2030. The human element is the basis of development in any country or institution, including universities, with its various dimensions and indicators to be able to keep pace with modern changes in all scientific, economic, social, environmental and cultural fields. From here, it was necessary to exploit modern communication technology at the level of institutions and benefit from the service of intranet networks and the Internet in achieving the goals of the sustainable human development strategy at the University of Anbar, and work to harness it for the benefit of human resources at the present time and in the future through education, electronic development, infrastructure and human resource development to accommodate these new technology quickly and use it effectively in order to efficiently develop its cognitive and management capabilities.

The successful application of electronic management systems requires a continuous evaluation process to see the effectiveness of these systems and compare their achieved results with the goals for which these systems were applied, and then develop development plans to achieve consistency between the goals and results of the application of these systems, most notably the impact of the application of electronic management on the administrative aspects, the most important of which Functional performance of the users of these systems, which is the most important measure that determines the success of the electronic management experience.

A questionnaire was designed to collect primary data for the purpose of analyzing it and identifying the most important results that can be used to evaluate this project regarding the transition to electronic management and to know the extent of the impact of the application of electronic management systems on the performance of employees at the University of Anbar. The questionnaire attempts to answer the following questions:

To what extent do employees know electronic management and its role in developing the administrative process?

What is the effect of applying electronic management systems on the development of administrative work and employee performance at University of Anbar?

What are the obstacles to applying electronic management systems effectively at Anbar University?

Dr. Omar Yaseen Al-Neda, head of the Human Resources Development Department at the Upper Euphrates Basin Developing Centre, stated that 153 responses were received from various university formations from workers in the field of administration in the offices and departments of the university presidency and deanships of colleges. The questionnaire included questions on several axes such as primary data and includes age, Academic qualification, number of years of experience in the job, number of years of experience in electronic work, affiliation or work, systems and programs used by the employee. As for the skills axis, it includes the extent of the employee's knowledge of electronic applications at the University of Anbar, the extent of the contribution of electronic applications to the development of administrative work at the University of Anbar, the extent of the contribution of electronic applications to improving the performance of the employees of the University of Anbar, the extent to which the necessary facilities are provided to support electronic management systems. While the last axis included the challenges facing the application of electronic management systems at the University of Anbar, the extent of the effectiveness of electronic management systems at the University of Anbar.

The results of the questionnaire indicate that the University of Anbar includes good human resources, most of whom are middle-aged and young people with high educational qualifications and functional experience with an understanding of the nature and systems of work, while the years of experience in electronic work indicate the ability to deal with systems that serve the subject of green electronic management.

While the results indicated that there is a weakness in the quality of the electronic management systems and their focus on some simple programs such as e-mail, electronic archiving and the need to develop and support the quality of electronic management systems that can greatly develop the administrative work in the university.
