Scientific research centres are a source of creativity and a gateway to development

Assistant Professor Dr. Omar Yassin Nada

Upper Euphrates Basin Developing Centre / University of Anbar

There is no doubt that scientific research in general is the cornerstone of all sciences, as science, both applied and theoretical, cannot produce the desired results without entering the stages of sober scientific research, and the world's race now towards development and leadership is only through what research produces, especially research in which the efforts of several researchers are combined at the same time, and perhaps with several disciplines that complement each other; In the crucible of the need to reach the desired goal.

Through the definition of research centres as: "a gathering and organization of a distinguished and specialized elite of researchers who are engaged in an in-depth and extensive study to provide consultations or future scenarios that can help decision-makers in modifying or drawing up their policy based on these proposals in different fields" (We immediately realize how important it is to address the problems faced by various institutions and society in general, From this point of view, these centres can integrate between the end and the means: the rapid changes the world is witnessing in the economic, social and environmental fields, which go in parallel with problems and needs that are no less accelerated in quantity and type of these changes, so scientific research becomes the best means in such circumstances, because one of the basics of its emergence is to address a problem or achieve an end, but the importance of these centres is not limited to solving problems, but goes beyond them to enter the scope of decision-making through Your visions for the future are built on foundations reinforced by accumulated databases. James McGene, an expert at the Institute for Policy Research in the United States, spoke about the importance of research centres, saying, "They are not only to provide information, but are used to develop and decide the policy agenda, that is, they are based through their study and research in political decision-making.".

In addition, the research centres present academic scientific theories that are presented as raw material for students of science, as well as the resulting training services, and what they seek to provide to society through channels of cooperation with civil society organizations and other scientific institutions, and the resulting accumulated experiences of competent researchers whose cognitive abilities are mixed with an institutional effort that manages that knowledge towards its set goals.

From the foregoing, it is possible for the reader to briefly realize the importance of scientific research and the importance of starting it from research centres; the question remains: does what these institutions live achieve the goal for which they were established?

The answer to this is divided into two parts: the first part: depends on the strategy on which these centres were founded, and this in itself depends on multiple strategies, including studying and identifying problems, and drawing up a clear policy that depends on the available and ambitious in light of the available infrastructure (origin, specialized staff, logistical support, laws, legislation and powers), and the second part: is to evaluate the studies, research and services produced by this institution, and measure it with the set goal and target.

We are not isolated from the world and the changes it is witnessing, but we are one of its poles if we realize it!! Our material and human capabilities push us to think and work to catch up with development, especially if we know that the enormous material product that is in our hands at times, and sometimes is a means to limit us, is often the fruit and product of international research centres.
