The research aims to diagnose the reality of the practices of the strategic planning process in local administrations in Anbar Governorate, in addition to measuring and identifying the practical and theoretical gap related to the level of performance of local governments in Anbar governorate for the strategic planning process. (The local council of Ramadi district, the local council of Heet district, the local council for its district, and the local council of the district of Khalidiya) out of a total of (10) districts in Anbar governorate, which constitutes (40%) of the total research community. Local councils research sample as well as developing a semi-structured form to find out the results of the checklist and enhance them, and used the statistical program (SPSS) to analyze the data obtained from the research sample, and the research concluded that the strategic planning process in the local councils for each of the districts of Ramadi, Heet, Anah, and Khaldiyah The focus on it was as required despite the moderate interest in some districts, but in general the interest was good, as well as the lack of interest in general in all districts. In the strategic formulation stage despite the importance of this stage and as one of the basic stages in the strategic planning process, and perhaps this is one of the main reasons for the weakness of the strategic planning process in these districts, and the strategic vision in all local councils of districts did not take sufficient attention and this is a point Weakness on the work of these districts.
