Within the annual scientific program of the Upper Euphrates Development Center, which includes the establishment of a panel discussion and an open dialogue dealing with one of the topics or problems covered by the centre’s research lines, a seminar was held that included an open dialogue on (Effect of Dams on the sources of the Tigris and Euphrates in light of climatic changes).

Prof. Dr Ammar Hatem Kamel submitted a scientific presentation about the effects caused by the dams built the upstream of Tigris and Euphrates rivers in Iraq, especially under conditions of water scarcity as a result of climatic changes. What are procedures that can be taken to reduce these effects, during which an open discussion took place and ideas were exchanged, especially those related to the most important points that can be focused on to support the Iraqi negotiator with neighbouring countries to achieve the interests of Iraq, the most important of which is to support research that deals with optimal management for rivers and joint water resources, provided that they are joint research and studies by researchers from neighbouring countries and Iraq, and that the results of this study are approved by the negotiating committees, with an interest also in focusing on the legal aspect. Studies and research in international law are carried out by specialists in international law from Iraq and neighbouring countries.
