الأستاذ الدكتور يوسف إسماعيل محمد المشهداني عضو متميز في IEEE ، حصل على بكالوريوس الهندسة الكهربائية عام  (1995) ماجستير في هندسة السيطرة عام  (1999) ، ودكتوراه في هندسة السيطرة عام  (2010) من قسم الهندسة الكهربائية والإلكترونية في كلية الرشيد للهندسة والعلوم / الجامعة التكنولوجية - بغداد / العراق. أكمل ما بعد الدكتوراه في الهندسة  الطبية  في جامعة مالايا في ماليزيا (UMPEDAC) في عام 2012 لدية بكالوريوس علوم إسلامية جامعة بغداد عام (2004).

له العديد من المنشورات التي تضمنت تاليف ثلاثة كتب والمشاركة في فصلين  في كتب مختلفة ونسر خمسة واربعون ورقة في المجلات العلمية معظمها (مجلات ذات التصنيف كلاريفيت وسكوبس)  وشارك في  تسعة وثلاثون ورقة مؤتمر. لديه معامل تاثير = 5 في Scopus ، ولديه معامل تاثير =10 في  Google scholar ، وله مراجعة 108 ورقة بحثية  في Publons. محرر في مجلة الأنبار للعلوم الهندسية وكذلك محرر في مجلة العلوم الصرفة في جامعة الكتاب.
