Overview of the Department:
The Government Contracts Division at our university was formed based on Cabinet Resolution No. (12S/166 dated February 7, 2008) and in reference to the letter from the Ministry of Planning and Development Cooperation/General Government Contracts directory No. (4/7/4274 dated April 22, 2008), which was communicated to us via the letter from the Ministry of Higher Education and Scientific Research/Department of Construction and Projects/Government Contracts Section No. (A/5244 dated December 15, 2008). The organizational structure of the division consists of a division director and five administrative units affiliated with it, namely (the Contracting Unit, the Archives Unit, the Follow-up Unit, the Import Unit, and the Sales and Rental Unit). The division is administratively affiliated with the esteemed University President and includes a number of employees with legal, engineering, and financial specialties.
Division Duties:
The division handles all contracting-related activities in accordance with applicable government contract implementation instructions and federal budget instructions, starting from the tender announcement to the final stages of the contract. It also monitors the implementation of various types of contracts concluded within the investment program and federal budget projects. It also directs contract-related inquiries to the Government Contracts Department at the Ministry's headquarters, provides opinions on contract-related inquiries received from the university's colleges, centers, and departments, and conducts public auction procedures in accordance with the Law on the Sale and Lease of State Assets. It also observe the work of the unified electronic platform for advertisements and tenders.

1. Preparing tender documents. 2. Announcing tenders. 3. Preparing priced bills of quantities and determining estimated costs for projects and contracts. 4. Implementing referral procedures, preparing draft contracts, and signing them, in coordination with the Government Contracts Department at the Ministry's headquarters. 5. Obtaining necessary approvals regarding the selection of the optimal method for contract implementation, in coordination with the Government Contracts Department at the Ministry's headquarters. 6. 1. Coordinating with the Ministry's headquarters and relevant authorities regarding the provision of financial allocations for the planned projects. 2. Following up on the requirements for preparing the work site or necessary storage facilities, or allocating the required land for the project. 3. Following up on the legal procedures for land Possession and allocation procedures, in coordination with the Government Contracts Department at the Ministry's headquarters. 4. Following up on the procedures for implementing public contracts and completion stages, and taking the necessary legal action in the event of a contractor's breach of contractual obligations, in a manner that safeguards the university's rights. 5. Following up on the procedures of the opening and analysis committees. 6. Any tasks consistent with the unit's work. |

1. Reserving correspondence and official communications between the divisions and other relevant entities. 2. Archiving information related to contracting procedures and contract execution on the computer system. 3. Performing secretarial and division management duties. 4. 1- 1. Carrying out work related to importing all types of materials from abroad. 2. The unit's work excludes the import of chemical materials, which falls under the specialization of the Academic Affairs Department of the University Presidency. |

1. Obtaining approval to advertise the sale and lease of movable and immovable assets by public auction. 2. Announcing the creation of rental rights over immovable assets. 3. Following up on referral procedures and regulating contracts. |
