Due to the importance of developing women leaders in higher education, participation in the decision-making process, and permanent and effective presence in committees and leadership positions, the Ministry has adopted programs related to women's empowerment in cooperation with Iraqi universities and international organizations, where the Women's Empowerment Department was established in the Ministry of Higher Education and Scientific Research according to Ministerial Order No. (14) on 5/1/2021 to follow up the implementation of UN Security Council Resolution (1325), and a unit for women's empowerment was established in all universities and formations associated with the Ministry according to the ministerial order numbered 479 on 6/7/2021.
Mission
Providing women with skills and knowledge, developing and developing them to be community elements and efficient effective leaders who participate in decision-making and influence its formulation and activation strategically, in order to meet the needs of the country in the current and future stage.
Aims
• Work to increase the percentage of women leaders in the Ministry of Higher Education by highlighting women's competencies and achievements.
• Developing the scientific capabilities of women in higher education by working to facilitate and support their participation in local and international conferences.
• Enhancing women's participation in economic development by supporting entrepreneurial projects and technological incubators.
• Obtain the support of the international community and local and international organizations to contribute to the implementation of United Nations resolutions on women.
• Increasing community awareness of the status of women and their rights and combating violence by holding more courses and conducting research with specialized centers.
• Improving the image of women in the media in all its visual, audio and print forms.
• Honoring creative and distinguished Iraqi women in their field of specialization through creative awards or making documentary films about their achievements.
• Supporting young female researchers who carry out distinguished research at an early age at the doctoral stage according to specialized committees that select distinguished works for the purpose of supporting them.
• Work on integrating the concept of gender into the Ministry's plans and programs.
Tasks
Building on the achievements of women at the university, maintaining the sustainability of those achievements and gains, and continuing to build women's capabilities to ensure the expansion of their development participation.
Preserving the social fabric and its cohesion through the integration of roles between men and women, to build a strong and cohesive society capable of keeping pace with emerging changes.
Providing the elements of attracting tendencies and skills for women.
Developing the spirit of leadership and responsibility and enhancing the status of women in regional and international forums.
