Summary:

In our modern age, the construction process in accompanied by scientific consultations area expansion between both supervisor and legislative  parties on one hand and executive party on the other….Following the scientific polarization of higher education institutions have achieved firm steps that couldn't be eliminated between what was plan and what has been implemented on research, consultation and application levels.

To understand the inevitable, active and serious participation of higher education institutions, priorities were distributed on commence, construction and performance of any development process whether humanitarian or civilized….

Since 1993 Al-Anbar University has adopted a strategic dealing with Al-Anbar institutions in particular and with Iraqi institutions in general. The university consultative bureaus have largely participated in Iraq's development plan following faces of planning and implementation, then need was very urgent and insisting for scientific institutions to interfere in this respect after achieving clear successes as well as a variety of needs  in different times in setting up, preparing and programming data information some of which are questionable but answer is one that is need for science increases continuously urgent needs and plans couldn't be stopped but rather future prospects are intended to be built with ambitious scientific tendencies that may take into consideration reducing close rate between two sides.

The establishment of the scientific consultative bureau couldn't be meant a precedent but it rather constitutes a response for increasing needs for such bureaus that present scientific advice specialized professors and experts in physics, chemistry, biology and applied Geology for those responsible for construction and re-building process.

As for the bureau duties, changes could be made according to definite requirement upon agreement…. Under special security, social, educational and scientific circumstances at Al- Anbar province, work should create innovative form for the responsible of the consultative bureau and the provincial officials through preparing agendas that determined the tasks of each section as follow:

Chemical section: present scientific advices in the following fields:-

1-    Conducting infra-red rays analysis using (IR) device.

2-    Conducting ultra-violet rays analysis using UV- visible spectrophotometer.

3-    Conducing spectral analysis using atomic absorption device to define and evaluate atom elements, alloy components and material combination.

4-    Environment laboratory analysis:

Including mineral water analysis and river and wells water and defining their suitability for human and agriculture usage.

5-    Oil laboratory analysis including:

a-    Flash point test (for light and heavy oil products)

b-    Viscosity test of machines lubricating oil .

c-     Solidness test by Shor method (for plastic, rubber, elastic materials)

d-    Rotating Viscosity test

e-     Surface tension test for liquid materials.

f-      Electric conductivity and PH tests.

g-    Surface test by polarized light microscope.

h-    Anilin point test of gas oil (diesel fuel)

i-       Smoke point test of heating fuel (kerosene)

j-      Specific gravity measurement for fuel

k-    Pollution and distortion of oil products

Biology section:

The section presents scientific advices in the following fields:

1-    Biological fermenter to produce mineral acids Citric Acid, Ethanol and methanol through bacteria.

2-    Kaldal device to evaluate Nitrogen.

3-    Total blood picture analysis

4-    Bacterial test of water – food stuff- poison rate test of food stuff.

Applied geology section:

The section present scientific consultative in the following fields:

1-    Minerals and rock classification

2-    Soil analysis mud in particular (mud minerals)

3-    Water well digging though depth and water quality determination

4-    Construction raw materials (sand-stone-gypsum)
