Maher is a lecturer in the Department of Civil Engineering at the University of Anbar, where he has been since 2008. He received a B.Sc. in Civil Enginering from Al-Nahrain University, Iraq, M.Sc. in geotechnical Engineering from Al-Nahrain University, Iraq in 2007 and PhD in Civil Engineering from Leeds University, UK in 2018.
